One of the lessons learned during the recodification of the
Hawaii education statutes in 1996 is that coherence leads to
access and access leads to accountability.  This informational
briefing will describe what this lesson means and how it was
learned.  Areas that will be covered include:  a historical
perspective on Hawaii's education statutes, a look at the
statutes "before" the recodification and then "after", and how
legislators can use the policy framework to track education bills
and make decesions during the session.
